Celtic fans are mixed on if we need to upgrade the PG spot, so I figured I'd do some research on "better" option than Smart at the point here.
A List of the top NBA assist makers this past year (guards only), with their 3pt FG % and Salary’s next year
Team--------------Player---------------------Ast/G------------------3pt %-----------------Salary next year
Phoe- ----------C. Paul-------------------------10.8------------------31.7------------------- $28.4M
Phil------------- J. Harden---------------------10.3-------------------33.7-------------------$47.3M Player option

SA---------------D. Murray---------------------9.2--------------------32.7--------------------$16.5M
Dal--------------L. Doncic-----------------------8.7-------------------35.3---------------------$36.6M
Clev------------D. Garland---------------------8.6--------------------38.3---------------------$8.9M
Ind--------------T. Haliburton------------------8.2-------------------41.4---------------------$4.2M

Tor---------------F. VanVleet--------------------6.7--------------------37.7-------------------$21.2M
Wash-------------B. Beal-------------------------6.6--------------------30.0-------------------$36.4M player option
Clev---------------R. Rubio-----------------------6.6--------------------33.9-------------------- UFA (Knee surgery)
GS-----------------S. Curry------------------------6-3--------------------38.0-------------------$48.0M
Hou---------------K. Porter Jr--------------------6-2--------------------37.5-------------------$3.2M
Ind----------------M. Brogdon-------------------5.9--------------------31.2-------------------$22.6M
Okl------------S. Gilgeous-Alexander---------5.9--------------------30.0--------------------$30.5M
Bos----------------M. Smart----------------------5.9-------------------33.1--------------------$17.2M
Two other high level PG's were out all of last year
Hou- John Wall- $47.3M player option
Den- Jamal Murray- $31.6M
Think of this as a "jumping off" point to discuss any upgrades at PG.

All of a sudden Rubio looks pretty good unless you want to pay $30mm+ for a long in the tooth PG. Those in BOLD all look great but why would any of those (rebuilding) teams trade them on rookie deals? The other good ones are core guys for their perspective teams and not being shopped. I would have thought Brogdon was an upgrade to Smart but not so unless this was an off year for him shooting 3's. But why pay $5mm more for less defense and fewer 3's than Smart provides?
Do you add Rubio provided his surgery proves to be a success? And will a review of records or a physical be all that's needed to confirm?
The Pacers have too many PGs so Rubio (32 yrs old) or Brogdon (30 yrs old) s/b doable: Brogdon is going into final year of his contract at $22.6mm and Rubio is UFA earning $17.8mm last season. If his knee looks good, Rubio (who wanted to be a Celtic in the past) could be the better option especially if he'll take $15-18mm for 2 yrs with a team option for yr 3 given his age.

Hollinger @ The Atlantic says VanVleet is the big prize in a thin herd of available FAs ... Thin market for those in need of a PG

Smith has VanVleet under contract for two more seasons with Toronto at spotrac
they also show Brogdon with 3 years left counting next season.
Boss you have to change the date to next season at spotrc and you get to see future contracts .
part of my sharing this was to show how limited trying to find an "upgrade" over Smart may be this off-season.
Rubio might be an option with that TP-MLE if his medicals are OK. He has had multiple knee surgery's I think though and that can be problematic for an older player. but for cheap one year deal...might be worth a flyer.

We can win with Smart and White the J's are getting better at passing.
This comes from a man who has wanted a ''real ''PG for many years.
What we can't win with?
A hobbled Rwill and an older Horford..Grant provides a dim replacement and IME don't play Thiss.
We need a bigin more than a real PG

We need an Otto Porter or Bobby Portis type, IMO. Either of the Morris brothers would be nice as well. Someone who's tough!! That should be priority #1. Then, yes, a true PG, letting go of either Smart or White, but not both.
PP is useless, can't play D. Grant can go, too. I'd like to give Nesmith one more year. I think he can help if he can stay healthy

We might gets something for PP and Grant the false hype they are solid players has fooled a lot of folks.
Ah back to the PG question.
Ill pick one or two later..Turns out you thread needs a stiff walk through.Keep it up a while
Smart has put himself into the trade talks.
Two flops early worked after that he disappeared..

Grant would be great, of course, but I don't think we can afford him without giving up a key piece of ours

Assuming Boston keeps its eight highest-paid players, all of whom were regular parts of their playoff rotation, they are likely to be a luxury taxpayer next season. They are already heading into the offseason with $8.3 million over the luxury tax with 14 players under contract. That is before factoring in them signing the 53rd overall selection and using the mid-level exception to add a role player. That could push their projected luxury tax payment to the $20-25 million range. – via Yossi Gozlan @ HoopsHype Free Agency, Trade, Boston Celtics

Boston will most likely have access to the taxpayer mid-level exception (MLE) projected at $6.4 million this offseason. Even if they were to salary dump Aaron Nesmith and waive their four non-guaranteed players on minimum deals, they’d still need to move off some of their core players or trade them for players earning less to open up the non-taxpayer MLE projected at $10.3 million. – via Yossi Gozlan @ HoopsHype Free Agency, Trade, Aaron Nesmith, Boston Celtics

The Celtics’ biggest need in free agency is a 3-and-D wing player who can give Tatum and Brown some relief. Bruce Brown and Gary Payton II could be natural targets for the Celtics with the taxpayer MLE given their prioritization of defensive-minded players, even if they don’t quite bring good three-point shooting. – via Yossi Gozlan @ HoopsHype Free Agency, Bruce Brown, Gary Payton II, Jaylen Brown, Jayson Tatum, Boston Celtics, Brooklyn Nets, Golden State Warriors

Some players they could pursue with their trade exceptions include Will Barton, Dillon Brooks, and former Celtic Marcus Morris. The Celtics have all their future first-round picks to offer going forward, and they’ve shown a willingness to trade them when they traded one for Horford and another for White since Stevens took over. – via Yossi Gozlan @ HoopsHype Brad Stevens, Trade, Derrick White, Dillon Brooks, Marcus Morris, Will Barton, Boston Celtics, Denver Nuggets, Los Angeles Clippers, Memphis Grizzlies

Marcus Morris...hmmmmmmm. Checking the Clippers spotrac page, they have a couple TPE's to take back a smaller salary too. maybe something like Theis and a future first for Morris and the two years left on his deal ( 16.2M and 17.1m) Might be an option if Stevens wants to move his chips all in for next season. will cost the owners an additional $7M or more in salary plus the additional tax of course. a cheaper alternative from the Clippers could be R. Covington also, has two years at around $12M per year left. Not sure I'd be wiling to pay a first round pick for Covington though, but Theis and Nesmith work for salary matching in that case maybe with Preston coming back to Boston in the deal? Covington is the better defender still I think and rebounder, but Morris is a damn good 3 point shooter and can be a pretty tough player too. Clippers could sue a vet BU to Zubic at center and with Leonard and George coming back , kinda have a glut of 6-7-68 guys with Morris , Covington and maybe Batum coming back too. Plus they have over $170M in salary right now on the books. Morris probably fixes the biggest problem for us , but Covington hits some holes as well.

A rotation of him, Horford, TimeLord and Grant (unless we trade him), would be a huge upgrade.
